In a series of executive orders signed immediately upon taking office, President Trump commenced his second term. Here are the main takeaways for biofuels.
The Unleashing American Energy Executive Order:
- Section 2e call for the elimination of regulatory barriers to motor vehicle access. It terminates state emissions waivers (i.e. California) that limit the sales of gasoline-powered automobiles.
- Section 3 demands the heads of all agencies to review all existing regulations, orders, policies, etc. to identify agency actions that impose undue burden on the development of domestic energy and within 30 days to develop and begin implementing actions to suspend all actions confirmed as burdensome.
- Section 5 revokes Executive Order 11991 of May 1977 relating to protection and enhancement of environmental quality to expedite and simplify the permitting process.
- Section 7 is meant for ‘terminating the Green New Deal’ by pausing all agencies’ disbursement of funds appropriated through the Inflation Reduction Act (IRA) of 2022.
Meanwhile, in the Declaring a National Energy Emergency Executive Order, Section 2 calls for the EPA, after concurrence by the Secretary of Energy, to consider issuing energy fuel waivers to allow year-round sale of E15 gasoline to meet any projected temporary shortfalls in supply of gasoline.
The pack of orders also allows for the restart of review for applications of LNG export terminals, expedite mining permits and interstate energy transportation, and rescind discussions around the cost of carbon.
