Only countries allowing on-site inspections will qualify

The Federal Office for Food and Agriculture (BLE) announced that new information requirements on Nabisy will be enforced from 19 February 2026.

 

Although the new requirements will be for information purposes until the Second Act on the Further Development of the THG Quota is enforced, it will not be possible to record new Nabisy entries without filling those out. Importantly, after submitting the information, it will not be possible to change it afterwards.

In a letter sent to all Nabisy users, the BLE letter said:

“As part of these adjustments, Nabisy asks whether on-site inspections at last interfaces by a competent authority of a Member State of the European Union are permitted for the purpose of supervising certification bodies in accordance with Article 30 (9), second subparagraph, of Directive (EU) 2018/2001. If the third country does not grant access rights, this statement is automatically denied, even if the last interfaces would agree to an on-site inspection”.

Although on-site inspection may be required at a later date than 19 February 2026, only biofuels originating from a country where such on-site inspections are authorized will be eligible to receive a Nabisy PoS from that date. This is next Thursday.
